This is what person’s served in the Department of Developmental System have to navigate. It demonstrates what inconsistent and incomplete implementation of employment first policy looks like from the perspective of regional center clients. The chart demonstrates why the E1O is so important – it is important to coordinate and facilitate the many siloed state efforts because as it stands, 10 years into becoming an employment 1st state and implementing initiatives, pilots, workgroups and programs, this is what constituents who are regional center clients are experiencing when looking for a job.  Keep in mind, our population remains employed at 17% despite their expressed desire for jobs doing real work for real pay.
